I need to change the birth year on my account with Windows Live. I did not
change the year when filling out the information and now it things that it is
a child account. I tried the credit card option the email option and tech
support is working on it. In the meantime I am working on it. Does anyone
have a suggestion on how to gain access to the by another means?

Are you referring to problems with Windows Live Messenger?
If so, you should ask in an appropriate group for that product, rather than
in this .NET programming group. Try:

microsoft.public.windows.live.messenger
