Are we talking about Visual Studio .NET (2002 or 2003)?
I believe what you are seeing is the splash screen. This is a timed display
not meant for user interaction. When the splash screen closes, the main
Visual Studio window opens. In the center part of the display, you should
see your start page with some tabs near the top. Click on Projects, then on
the New Project Button to see a selection of project types, one of which is
Visual Basic, you then select a template for the type of Visual Basic
project you want.
All languages in Visual Studio .NET use the same development environment.
There is no separate Visual Basic.
If this isn't what you're seeing, please post back with more details.
