I'll answer your last question first. Windows ME and Windows 2000 are
completely different products.

So, you had somebody format the hard drive after new hardware was installed?
If so, that person must have had installation media to reinstall the
operating system after formatting the drive.

Did you have up-to-date anti-virus and anti-malware installed? If so, have
you scanned the computer to see if they can rid the computer of the current
infection/infestation?

Your other option is to format the hard drive again, then reinstall the
operating system and good anti-virus and anti-malware software before
allowing the computer to be connected to the internet.

If you are not comfortable doing these things yourself, you should seek the
services of a local tech willing to stand behind her/his work.

If you don't know what files are missing and cannot obtain the install media
for the OS now installed, you are pretty much down to purchasing an OS (you
might find Windows 2000 on a site like eBay, but be careful to specify that
you need a FULL version WITH valid install key), then installing it on the
hard drive AFTER formatting.
