dot net redistributable not installing - 01-02-2006 , 02:15 AM

I downloaded Dot Net Redistributable from MS site. I am not able to
install it due to missing of Microsoft Windows Installer 3.0. I am also
not able to download from Microsoft.com. Is there any alternative to
run Dot Net Redistributable so that I can run C# programs under Visual
Studio.NET .

Your help would be appreciated.
