I am currently writing a client/server application that will be deployed
across a wide range of computing environments. Some of these environments
will have broadband networks where as few others will have wireless internet
access that does not go faster than 19,200 bps. Because I am developing
both the client and the server on my machine, I have been unable to test the
performance characteristics of the network component, especially for the
19.2 scenario. Does anyone know a software package or network driver that
can artifically restrict the bandwith on the loopback adapter?

Could you get your network admin to throttle the bandwidth to your port on
the network switch?
I'm pretty sure you can do this with a Cisco switch.

Hi,

If you do not mind configuring a Linux box I have found NIST Net
(http://snad.ncsl.nist.gov/itg/nistnet/) to be a great free
solution to my network emulation requirements.
