[Ann] RESX Editor + Resx2Word converter open-sourced

Visual Studio is a great IDE, but when it comes to translating
resource files, VS is a bit overkill for the average translator.

I have just "open sourced" a few translation-oriented utilities for
RESX files, namely "RESX Editor" and "Resx2word converter" (GPL
license).
