Which tool for translating resource files

Dear all,

I am a newby.

I has some resource files which must be translated by a thirt party.

Are there any usefull (microsoft) tools to do this or should I just use a
simple text editor.

If the thirt party is a professional translator/company (which is

recomended), they should already have professional tools for that.
If they do not have such tools, it is unlikely they are real pro, so I would
advise to change them.
