While I believe there's a way to control this via a setup script at Windows
installation time, I don't know of a way to automate it afterwards. (Would
love to see one though.)
The manual process is outlined here:

Does anyone know how to turn on East Asian Language support via command
line? I have a customer with several machines that need to have this
turned
on, and I need to give him a batch file, with any necessary support files,
to do this easily on each machine. |
