Sysprep 2.0 inf file does not automate

I have an answer file created for Winxp sp2 image. I run sysprep and do a
-reseal --mini and reboot. It goes through the mini setup but for some reason
the Product ID is not recognized in the answer file.I have to type it in
manually. I have tried the Product ID with and without " " and it still will
not automate. The Product ID is valid because it works find when i type it in
manually. I have seen other posts concerning this same problem and have not
seen a solution. Any ideas would be appreciated, thanks.
