If you don't have IIS I'm guessing you are running XP Home edition. IIS is not included in that version. But try this link, it might be useful:

I have used VB.net to create a couple simple windows applications. I am now trying to create a web application. When I try to create a new ASP.NET Web application I receive an error: Unable to create web project webapplication1. The UNC share does not exist or you do not have access. I tried going through the help links which seem to indicate that I need to install IIS. The instructions tell me to go to windows components and select IIS. There is no such option under windows components. This is where I am at right now! I need some help and assistance!
