Resource editor with neutral/sys language support -

I'm having a problem with my Visual Studio.NET installation when utilizing
the resource editor. When I change the language property of a dialog
template (or other resource) to 'English (United States)' it actually
creates it as 'Neutral (Sys. Default)'. This is a problem because I'm
working on an international project and I need the 'Neutral' definition for
those resources common for all languages and 'English (United States)' only
for English resources.
I know VS.NET used to work fine on this machine before so I tried
uninstalling and reinstalling VS.NET. However, it looks like the settings
weren't purged on the uninstall as the problem still exists.
Does anyone please know how I can rectify this?
